Yes, it is very much true, but by a very very small percentage points. It can be either way, BSE can some times be cheaper also. This difference is so transient and lasts a few seconds (ticks) and as traders notice the difference and place the order, the difference reverses.
If one need not pay any per trade brokerage like the exchange members and ready to trade in high volumes to make a meaningful profit, and has tick-by-tick data source, then only arbitrage opportunities make some sense. This subject is more of an academic nature than a trading opportunity for most of the traders.
