Welcome Mahesh,
your second question should have been put first.First decide which timeframe will suit you.Suppose u chose to be Intraday trader ,think well if u can give time for daytrading daily. If you can't then no point in trading traday.Intraday trading should be done as a fulltime job and not as partime.

If you cannot allocate time required for daytrading, then better to go for swing or positional trading.

Think well if u want to trade the markets or you want to invest. If you chose to trade the markets then right time is not an issue.A trader who entered at 2008 top could also have made profit by shorting or buying puts. All you need to know is the direction of the future trend.

On the other hand if you want to invest then you have to see the fundamentals of the company and some knowledge of technicals also helps.
Fundamentals to help you want to buy and technicals for timing.:)
