New Demat Account

My mother has some shares who are currently in Share certificate format.
I need to open a demat account just so that i may seel off those shares and then close the account. My queries are

1. Which would be the fastest opened demat account for this purpose in delhi?
2. How much time would shares take to be demated before i can sell them? I urgently need cash.
3. How much commision would be cut for such a transaction?

1. any broker, at least 3 - 7 days for account opening. go to a good and well known broking company, say ICICIDirect, Religare, HDFCSecurities, etc..
2. ask the broker regarding this. you need to pay some amount for dematerialization for your Share Certificates.
3. delivery based charges, 0.30% to a max 1% of the total amount of the shares
(total number of shares X Current market price of the Shares * 0.01) + Shares tranfer charges around 8-15rs. + some little stt, etc taxes, which are negligible.

As I did not have Demat account, one of my friends with a resident Demat account purchased some shares on his name for me. I recently opened NRI Demat account and requested my friend to transfer the shares to my NRI account. He says

It is not possible to transfer shares from my resident a/c to ur Nri a/c. It is RBI guideline and also FEMA rule.

I would be extremely grateful if any of the learned friends could help me on this
